According to the Measures for Public Participation in Environmental Impact Assessment (Order No. of the Ministry of Ecology and Environment) 4 In accordance with the relevant requirements of Document No. __, the following is the second public notice regarding the environmental impact assessment for this project.
(1) Brief description of the construction project:

Construction Unit: Jiangsu Hsintai Chemical S&T CO.,Ltd.;
Project Address: Tongyuan Road, Economic Development Zone, Taixing City, Jiangsu Province 11 Within the existing factory premises;

(II) Potential Environmental Impacts of the Construction Project
Construction period: Wastewater mainly consists of domestic sewage and construction wastewater; project air emissions include dust and vehicle exhaust; noise primarily stems from machinery operation; and the main solid wastes generated are domestic waste and construction waste. Wait.
Operation period: Wastewater primarily includes effluent from the fatty alcohol workshop, the high-pressure fatty alcohol workshop, soft-water production, the laboratory, equipment and floor flushing, packaging-bucket cleaning, and domestic sewage; project exhaust gases consist of acetic acid tail gas generated during catalyst preparation. , Methanol separation ( 1 ) Non-condensable Exhaust gas, non-condensable exhaust from methyl ester distillation, and methanol separation ( 2 ) Non-condensable tail gas, non-condensable tail gas from fatty alcohol distillation, water vapor from the glycerol concentration unit, and granulation dust etc.; the main sources of noise are production equipment, air compressors, and various types of fans; the project’s solid waste mainly includes spent fatty alcohol catalysts, sludge from the wastewater treatment station and waste oil, waste liquids from monitoring equipment, as well as used packaging drums generated during the production process and domestic waste from employees. (3) Countermeasures and measures for preventing or mitigating adverse environmental impacts
1 , Wastewater
Construction period: Domestic sewage is treated in temporary septic tanks, and construction wastewater is settled in oil–water separators before being reused.
Operation period: After collection, the wastewater is conveyed to the plant’s wastewater treatment station (physicochemical + Biochemical treatment is applied; after the pretreatment meets the standards, the effluent is sent to the Taixing Riverside Development Zone Wastewater Treatment Plant for advanced treatment. According to the “Emission Standards for Pollutants from Urban Wastewater Treatment Plants” ( after meeting the Class A Level 1 standard of GB18918-2002 , with the tailwater discharged into the Yangtze River, Has a minimal impact on the surrounding aquatic environment.
2 , exhaust gas
Construction period : The primary approach is dust suppression through methods such as water spraying.
Operation Period: Fatty Alcohol Unit Exhaust gas 、 Catalyst preparation exhaust gas Through a set “Condensation” + Alkaline washing +RTO” After system processing, the exhaust gas passes through 20m Exhaust stack emptying ; Dust generated during the granulation process is treated by the baghouse dust collection system built into the granulator and then discharged through 2 root 15m Direct discharge from the exhaust stack ; The flue gas from the thermal oil furnace passes through approximately 40m High chimneys discharge into the atmosphere. Construction period: Collection and sanitation removal of domestic waste, and transportation of construction waste to designated disposal sites. 。

5、 Groundwater and Soil
This project implements effective preventive measures against all potential pathways that could lead to groundwater and soil contamination. By ensuring the thorough implementation of all seepage-control measures, coupled with enhanced maintenance and improved environmental management within the plant area, the infiltration of wastewater pollutants into the ground can be effectively controlled, thereby preventing groundwater pollution. Consequently, the project will not have a significant impact on the regional groundwater and soil environment.
(4) Key Conclusions of the Environmental Impact Assessment
The land designated for this project is industrial land; all pollution control measures for the project are appropriately implemented, and after effective treatment, pollutant levels can be consistently maintained within the relevant emission standards, resulting in minimal impact on the external environment and no degradation of the area’s functional classification. The project has developed an environmental risk emergency response plan, and, with the implementation of effective accident prevention and mitigation measures, the project’s environmental risk level is deemed acceptable. Therefore, from an environmental protection perspective, this assessment concludes that the project, while adhering to Subject to compliance with the “Three Simultaneities” principle and the implementation of appropriate environmental protection measures, the project’s construction is feasible.
